  Job Description

Contractor shall work remotely 21 hours per week, which number can be increased up to a maximum of 28 hours with the prior written approval of HPD.
 
The New York City Department of Housing Preservation and Development (HPD) Tech PMO is looking for a consultant specifically related to IT projects to operationalize organizational strategic plans and ensure alignment across projects and portfolios. The HPD Tech PMO seeks to elevate its processes, tools, and staff to a best-practices level. At the conclusion of this engagement, HPD PMO should be set up with exceptional project management processes and staff should be trained in using the advanced features of their software tools (Microsoft Project Online, Power BI, JIRA).
 
MANDATORY SKILLS/EXPERIENCE

• 8+ years hands-on experience developing and implementing process improvements for an IT PMO.
• Certified Scrum Coach
• PMP Certified
• Prior experience working on infrastructure and software projects.
• Strong sense of ownership, with a focus on proactively removing program obstacles, and willingness to go above and beyond to chase down loose ends that lead to successful product delivery.
• Ability to communicate verbally and in writing clearly and succinctly, complex design and technical issues, as well as business and product requirements.
• Ability to thrive in a highly ambiguous, fast-paced environment where priorities shift rapidly.
• 3+ experience with TFS, JIRA, PowerBI, and Microsoft Project Online configuring workflows and reports.
• Ability to communicate business, product, and technical issues, clearly and succinctly both verbally and in writing.

DESIRABLE SKILLS/EXPERIENCE
 
• Certification in SAFe and/or Six Sigma.
• Demonstrate understanding of multiple project management life-cycle methodologies (especially iterative development).
• 4+ years’ experience in a PMO organization at the Governance.
• 4+ years’ experience in creating end to end workflows/reports in Jira.
• Experience with the NYC budgeting process and funding types.
• Exceptional leadership, time management, facilitation, and organizational skills.
• Outcome-oriented with a strong sense of ownership, with a focus on proactively removing program obstacles, and willing to go above and beyond to chase down loose ends that lead to successful product delivery.
• Scheduling and budgeting experience.
• Strong collaboration, relationship management communication, and writing skills.

Responsibilities:
The consultant will be tasked with:
• Analysis of existing processes and optimization or redesign process flows to improve efficiencies and eliminate the necessity of multiple data sources.
• Propose and implement policies and procedures to create efficiencies.
• Observe scrum teams and provide guidance to help ensure teams are adhering to standard scrum practice.
• Establish KPI parameters that will lead to better monitoring and improvement of performance.
• Provide support, guidance, and training to the PMO team with Microsoft Project Online and JIRA when needed.
• Work with internal and external teams on the implementation and migration to Project Portfolio Management (Microsoft Project Online) tool.
• Perform as Admin of Project Portfolio Management (Microsoft Project Online) tool.
• Develop reports within the reporting tool.
• Adhere to internal SDLC and review processes and standards.
• Develop program assessment protocols for evaluation and improvement.
• Maintain organizational standards of satisfaction, quality, and performance.
• Optimization of resource and budget planning & Tracking at both project and enterprise level.
• Create and implement complex workflows and reports/dashboards in Jira.
